PROPOSALS

Proposals given in this point will be obligatory for both Parties and do not require further approval when the actual Joint Annual Report is approved and signed by Nominated Monitoring Agents.

1. The Parties suggest a modification of the Statute, reflecting the changes essential for realisation of monitoring tasks of the Water Framework Directive and results presented on Danube Monitoring Scientific Conference held in Mosonmagyaróvár, Hungary. The Hungarian Party will submit the first proposal for the modification, taking into account the experiences and presented results from 10 years monitoring as well as the rationalization of the monitoring system.

2. The Slovak Party in relation with negotiations of Expert Groups, carried out in the frame of negotiations on implementation of the ICJ Judgement will submit a proposal for monitoring extension on the Danube stretch between Sap and Budapest.

JAVASLATOK

A javaslatok mindkét fél számára kötelezőek és nem igényelnek további jóváhagyást a közös éves jelentés jóváhagyása után.

1. A felek szorgalmazzák a Statútum módosítást, a Víz keretirányelv monitoring feladatai végrehajtásának lényegi változásaira tekintettel, és a "Magyar-szlovák környezeti monitoring a Felső-Dunán, 1995-2005" címmel Mosonmagyaróváron tartott konferencián bemutatott eredmények alapján. A magyar fél terjeszti elő a módosítás első változatát, a monitoring tíz évének tapasztalatai és eredményei alapján.

2. A szlovák fél összefüggésben a szakértő csoport tárgyalásaival - a hágai ítélet alkalmazásáról végrehajtott tárgyalások keretében - javaslatot fog előterjeszteni a monitoring a Szap-Budapest Duna-szakaszra történő kiterjesztésére.
